Are we supposed to be able to move charge stations currently?

If you had funds, yes.

BTW anyone who wants CS moved, please PM or email me with where you want their new locations, and I will move them in the DB.

I should add that this is a one-time offer, as part of initial unit setup; after I've moved them once, further requests will be denied and you will have to move them the normal way. Also, this offer is valid for the first 72 hours after launch (expires Mon 8PM ET, which is Tues 0000 UTC). Any qualifying requests I receive before then will be honored.

My understanding was that in a guerrilla raid, all salvage is left on the planet regardless of the victor?

My assumption also was that each drop in a guerrilla raid each stole a certain tonnage of mechs as well as industry.

Only if you win the overall raid; you can't win 2 out of 5 and get anything from it. ;)

I am confused by this line if that is the case:

Guerrilla Raid Battle: Tonnage is limited from 250-450 tons per side; unless stated differently.  Salvage goes to the defender. GRaids are fought in "Skirmish" with 5-8 pilots. Time limit per drop TBD.

That leads me to believe the attacker always gets 0 salvage no matter what.

Yes, sorry, quoting/snipping fail -- my response was to the second question about theft. You don't steal anything if you don't win the overall raid. And then, the tonnage stolen is based on number of drops won.

and salvage always goes to defender even if you as the attacker win all of your drops?

Are charge stations buildable? If so I'm not seeing a option to do so. If not is there any way to get more?

Negative, they are not enabled for Alpha, so there is no way to get more at this time.

How do you transfer from mothball to garrison? I'm not seeing anyway to do so and didn't see a method mentioned in the rules.

Go to planet management, Then Click on the UNIT STATUS dropdown and select mothball, then list planets...
it will show you any planets that have mothballed mechs... if you have garrison there, it will give you a garrison button to use to transfer it...if you have a jumpship handy it will offer you that as well.
